The National Development Bank (NDB) is a development finance institution, wholly owned by Kumul Consolidated Holdings (KCH) as trustee for the Government and people of PNG. It operates 20 branches around the country and lends to individual Papua New Guineans and indigenous businesses serving in the agriculture and Micro & Medium Enterprise (MSME) sectors.

National Development Bank invites expression of interest from suitably qualified and experienced individuals for the following position.


Reporting to the Managing Director, the Executive Manager Risk and Compliance is responsible for;

  • All areas of Risk and Compliance within the NDB Group.
  • Establish and review Risk and Compliance Policies and Procedures.
  • Ensure the Risks and Compliance framework meets internal and regulatory requirements.


  • Prepare annual compliance plans for approval by the Board Audit Risk Committee (BARC) and deliver within plan.
  • Provide guidance to executive management on all Risk and Compliance matters.
  • Formulate the NDB Group’s operational and credit risk management framework, policies and strategies.
  • Review the Risk and Compliance procedures and recommend robust processes to manage risk exposures.
  • Provide guidance to the Credit Risk Management Committee on the Bank's loan portfolio to ensure appropriate actions are taken on potential or existing risks and provisioning proposals.
  • Provide guidance on appropriate Credit Risk Management processes.
  • Guide the executive management on risk appetite for the banking industry and the market conditions.
  • Oversight of the Collections and Recoveries Department and ensure compliance within delegated authorities
  • Manage the relationship and support the functions of Legal and Internal Audit Departments in their risk management activities.


  • University Degree, preferably in Banking, Finance or Accounting.
  • Advanced knowledge in Commercial Law, Risk Management and Regulatory Compliance.
  • Advanced Credit Risk analysis skills and conversant with Lending Processes.
  • Advanced knowledge on Corporate Banking skills and Risk Management concepts.
  • Advanced technical skills in Financial Analysis.
  • Well developed People Management Skills in a high performance work culture.
  • Minimum 10 years of commercial banking experience with 5 years in senior risks and compliance role preferably with a commercial bank.

The Management Accountant will assist and support the Executive Manager Accounting & Finance in ensuring timely and accurate monthly financial reports are provided to the Management, Board and other stakeholders of the financial reports for decision-making purposes. This position will be responsible for developing and maintaining accounting practices and procedures to ensure accurate and timely financial statements. This position addresses tight deadlines and a multitude of accounting activities including general ledger reconciliation and maintenance, preparation of financial reporting, year-end audit preparation and the support of budget and forecast activities


  • Member of CPA PNG
  • Degree in Business, Accounting, Commerce or related field.
  • Experience in management, accounting, or a related field in a financial or banking institution with proven leadership skills.
  • Experience in using an accounting system (Attaché) or similar system.
  • Must have advance excel skills
  • Excellent analytical skills.
  • Very good organizational and planning skills
  • Good negotiation and Industrial relations skills
  • Excellent communication and inter-personal skills with good command of spoken and written English.
  • demonstrate strong technical accounting expertise and guidance with the ability to analyze, consolidate, and interpret financial data within set deadlines
  • Strong leadership skills are preferred including the ability to coach and influence others
  • Sense of urgency to meet set deadlines
  • Dedication and experience in continuous improvement processes
